   AX = 0212h
   BL = exception or fault number (00h-1Fh)
   CX:(E)DX = exception handler selector:offset

Return: CF clear if successful
   CF set on error
       AX = error code (8021h,8022h) (see AX=0000h)

Note:  DPMI host sends exception to current client's handler
